Yolanda funds amounting to almost P1 billion was wasted!

The Commission on Audit (COA) found that there were about P1 billion worth of funds for Yolanda-stricken Tacloban that have been irregularly spent.

COA said in its report released in Wednesday, July 27, that a total of P907.56 million was supposed to go to rehabilitation and assistance projects of the local government of Tacloban City.

But state auditors found that P100.23 million of the total misused funds were designated for the repair of barangay halls and gymnasiums. the projects have not been completed aa of this year, however.

Projects amounting to P46.53 million have also been terminated upon the contracts that have been awarded because of varying reasons, one of which is building the projects in no-build zones.

COA also said that a P32.55 million-worth rehabilitation program for the Mariculture Park was put to waste because of poor planning.

The cages and bangus fingerlings that could have been supplied to fishermen were not completely delivered.

Several beneficiaries of the Emergency Shelter Assistance program of the LGU were also found to he not eligible since they were higher-income families. The families granted had an income of 15,000 and up.

COA also found that the LGU lacked proper inspection and assessment of the families’ profile.

The funds were dispersed by Department of Interior and Local Government, the Social Welfare and Development and the Bureau of Fisheries and Aquatic Resources to Tacloban City.

Last year, prior to the second year anniversary of the occurrence of Supertyphoon Yolanda, COA found numerous violations in terms of procurement of projects that amount to P688.718 million.
