US Ambassador Clarifies Enhanced Defense Cooperation Agreement Sites in the Philippines, Highlights Commitment to Mutual Defense

United States Ambassador MaryKay Carlson clarified that the Enhanced Defense Cooperation Agreement (EDCA) sites in the Philippines, which provide greater access to American troops, are not US military bases. According to Carlson, these sites are actually Philippine military bases, and the US simply provides financial support and contributes capital for necessary improvements.

She emphasized that all activities conducted by the US in the country are done at the invitation of the Philippine government. The Pentagon addressed concerns raised by China, stating that the US is not seeking permanent bases in the Philippines through the EDCA sites, and activities carried out would be responsive to local needs and priorities.

During the recent US-Philippines 2+2 Ministerial Dialogue, both countries issued a joint statement expressing their support for the operationalization of the new sites as military bases under the EDCA. The US also pledged financial assistance to facilitate this process. Ambassador Carlson emphasized that Washington’s commitment to the Philippines stands on its own and is not solely about China. She reiterated the longstanding Mutual Defense Treaty between the two countries and stated that the commitment extends to the Philippine armed forces, aircraft, and public vessels in the South China Sea.

In terms of maritime security, the Philippine Navy (PN) will continue to assert its presence in the disputed West Philippine Sea without escalating tensions. Rear Admiral Jose Ma. Ambrosia Ezpeleta emphasized that the PN will follow the direction of the National Task Force on the West Philippine Sea and continue to protect Philippine territory. The government has allocated funds for the modernization of the Navy, with the delivery of high-tech ships scheduled annually from next year until 2028. Efforts are also being made to strengthen recruitment programs and attract technical personnel with backgrounds in engineering, IT, and computers.

The Navy has procured advanced ships from Israel, and personnel have undergone comprehensive training on ship operations and maintenance. Collaboration with non-governmental organizations is underway to support the Navy’s modernization goals, including negotiations for the allocation of land for Philippine Navy use. General Andres Centino, Chief of Staff of the Armed Forces of the Philippines, visited Balabac, Palawan, to push for the fast-tracking of military infrastructure projects, including the completion of the Balabac military runway.

Visiting Australian Foreign Minister Penny Wong highlighted Australia’s support for the arbitral ruling and emphasized the importance of a stable and prosperous region where norms apply. She stated that Australia’s national interests are aligned with those of the Philippines.
